In 2007 the Portuguese government introduced a special type of visa: the D7 Visa. It is also known as Retirement Visa, Passive Income Visa and Digital Nomad Visa. The visa is an option for remote workers and digital nomads seeking to spend more than 3 months at a time in Portugal.

Step 1. Apply for a temporary visa in any Portuguese consulate

1. Prepare the following documents


  • Valid passport

  • 2 passport-sized photographs

  • Proof of regular income or passive income:
--✓ Bank statement for a year;
--✓ Account balance statement;
--✓ Tax return (for a passive income);
--✓ Contract for the lease of your property (if applicable);
--✓ Dividends (if applicable);
--✓ Employment reference (for remote workers);
--✓ Information about the employer (for remote workers);

  • Proof of accommodation in Portugal. Can be a title deed, rental agreement (minimum 12 months), or property loan agreement.

  • Criminal record certificate (translated and apostilled) issued by the competent authorities, requested in the country of origin or residence.

  • Portuguese Individual Taxpayer Number (NIF). You can get a NIF number from outside of Portugal via a Portuguese lawyer or a fiscal representative who agrees to act on your behalf. The documents your representative will need to get a NIF number on your behalf are:
--✓ Valid passport;
--✓ Proof of residence in your home country;
--✓ Power of attorney.

  • Valid travel insurance with health coverage. It should be valid for 120 days from your intended entry into Portugal and cover payouts over €30,000.

  • (Optional) Letter of motivation can elevate your chances. The letter should be written either in English or in Portuguese and mention the following:
--✓ Description of yourself (profession, education);
--✓ The reason for settling in Portugal (for example, standard of living in Portugal,
--communal safety, affordable rent and properties, cost of living, climate);
--✓ Your ties to Portugal (family and friends);
--✓ How Portugal will benefit from you moving there;
--✓ Any information related to your accommodation in Portugal (even the address);
--✓ How you are going to support yourself (what sources of income you have, the
--guarantee that the income is constant and sufficient in the following years);
--✓ Summary of your financial documents (bank statements in your residence
--country, investments, mortgage, etc.).

2. Collect your temporary visa. Obtaining the temporary four-month visa can take up to 60 days provided you submitted all the required information.
Step 2. Apply for residence permit in Portugal

1. Schedule an appointment with the Portuguese Immigration and Borders Service (SEF) for your Portugal Residency Permit.

2. Travel to Portugal with your temporary visa

3. Attend your appointment with SEF and prepare these documents:


  • 2 passport-sized photographs;

  • Valid passport;

  • Valid temporary visa;

  • Proof of regular income or passive income;

  • Proof of accommodation in Portugal;


  • Criminal record certificate;

  • Portuguese Individual Taxpayer Number (NIF);

  • (Optional) Health insurance policy in case you acquired it in Portugal;

  • (Optional) Statement from your Portuguese bank account;

4. Get Your Portuguese Residency Permit. Within 2 weeks, your Residence Permit will be sent to your home address or to the local post office.

I. How to get a Portuguese taxpayer number

To receive a taxpayer number, you will have to apply for an NIF at the tax office. It is free.

Documents usually needed for opening a personal bank account in Portugal are:

  • Proof of ID;

III. How to get medical insurance

Everyone who is a legal resident of Portugal can have access to healthcare and benefit from the national health system in Portugal.

To register for public healthcare in Portugal, you need:

  • Social security card. You will have to go to the office of Segurança Social closest to you with the Portuguese residence permit and a copy of employment contract certified by the hiring company (e.g. incubation contract) and apply for a Portuguese social security number.

  • Passport or national ID card.

  • Portuguese residence permit.

After registering for public healthcare, you will receive a healthcare card. You will need this card whenever you access healthcare services in Portugal.

  • Scalability of business in the market;
  • Declared interest from local incubators;
  • Prospects for the project in Portugal after the end of the program.

Step 1. Register with IAPMEI and apply with your project

1. Registration on the online platform requires the following:

  • Project description;

  • ID of all entrepreneurs involved;

  • Letter of motivation mentioning the following topics:
--✓ The interest in developing a project in Portugal.
--✓ The innovative nature of the project.
--✓ The potential for growth.
--✓ The scalability of the business in the market.
--✓ The prospects of the setting up in Portugal.

  • Copy of the passport or a copy of the residence permit document (in case of a long-term residency in another country outside the Schengen area).

  • A statement that you do not have a Portuguese Tax or Social Security number. If you already have them – wait for online consultation with IAPMEI.

  • Criminal record certificate (translated and apostilled), issued by the competent authorities, requested in the country of origin or residence.

  • Bank statement demonstrating the existence of own financial and subsistence resources, for each entrepreneur (€5318 in 2022).

  • Curriculum Vitae.

2. Declaration of interest to incubators (at least one):

Check the Startup Visa Certified Incubators here. To each incubator of your choice you should provide the following:

  • Letter of interest where you explain:
--✓ How your startup intends to create employment opportunities
--✓ How your startup is innovative
--✓ The potential for growth both for your business and its market potential.

  • (Optional) Project presentation.

3. Receive positive feedback from at least one incubator.

4. Submit application to IAPMEI.

Step 2. Await the IAPMEI’s decision

1. IAPMEI’s decision will be provided within 30 working days from the date of submission.

2. In case of a favorable decision — conclude the Incubation Contract. It should include:
--✓ The obligations of the entrepreneur;
--✓ The obligations and services provided by the certified incubator;
--✓ The contract value;
--✓ The person of the certified incubator responsible for monitoring the project.

Step 3. Submit the contract and apply for an entry visa

Apply for a visa through the Ministry of Foreign Affairs with the following documents:


  • Valid passport;

  • Two passport photos;

  • Valid travel insurance;

  • Request for criminal record enquiry by the Immigration and Border Services (SEF);

  • Criminal record certificate from the country of origin or the country where the applicant is residing for over a year;

  • Proof of accommodation;

  • Proof of means of subsistence;

  • (If applicable) Investment operations executed;

  • Proof of financial means available in Portugal, including those obtained through a financial institution in Portugal;

  • (If applicable) Proof of intention to invest in Portuguese territory;

  • (If applicable) Declaration issued by IAPMEI, certifying the signing of an incubation contract.

Visa application is processed within 60 days. It is valid for 4 months and 2 entries in national territory until obtaining the residence permit. The scheduling for the permit will appear on the sticker of the granted visa.

Step 4. Enter Portugal and get the residence permit

Apply for the residence permit at any SEF’s directorate with the following documents:

  • Two photographs.

  • Valid passport or any other valid travel document.

  • Proof of means of subsistence.

  • Proof of accommodation in Portugal.

  • Request for criminal record enquiry by SEF.

  • Criminal record certificate.

  • Declaration issued by IAPMEI, certifying the signing of an incubation contract
