Romania’s government has started implementing the digital nomad visa, which permits internationals to live in Romania while working for companies outside the country. An option to reside and work in the country without local sponsorship was not previously available. The applicant needs to be self-employed (or work remotely) and earn three times the average salary in the country per month (€3690 in 2022).

Step 1. Apply for a long-term visa at any Romanian consulate

1. Prepare the following documents
(some need to be translated and authenticated in Romanian):

  • Visa application form

  • Valid passport

  • 2 passport-sized photographs

  • Travel medical insurance with a coverage of at least € 30,000.

  • Proof of accommodation in Romania. Rental agreement or any other proof that you have a place to live in during your stay.

  • Criminal record certificate issued by the competent authorities, requested in the country of origin or residence.

  • Employment contract concluded with a company registered outside Romania for at least three years at the date of the visa application.

  • Official document attesting the up-to-date functioning of the foreign company. The applicant has to present all the identification and contact details of the company, as well as its field of activity, the applicant’s participation in the company and information on the company’s legal representatives.

  • Letter of intent detailing the following:
--✓ purpose of travel in Romania
--✓ activities the visa applicant plans to perform in the country
--✓ any ties to Romania (family or friends)

  • Tax certificate and fiscal residence certificate issued by the specialised office of the competent government institution of the place of fiscal residence, attesting that the employed visa applicant paid taxes, duties and other compulsory contributions up to date and is not registered with acts and facts of tax evasion and tax fraud.

  • Travel ticket/ Vehicle supporting document. Valid aeroplane ticket reservation valid to destination or valid driver’s licence.

  • Proof of means of subsistence (i.e. bank statements, contracts). The amount of at least three times the average gross monthly salary in Romania (€ 3690 in 2022) for each of the last 6 months prior to the date of the visa application, as well as for the entire period covered by the visa.

The visa processing time is up to 45 working days.

Step 2. Apply for residence permit in Romania

1. Fly to Romania

After entering Romania, you must obtain a residence permit. At least 30 days before the expiry of the visa (90 days), you will need to submit an application online before visiting the office of the General Inspectorate for Immigration.

2. Apply online with the following documents:

  • Valid passport

  • 2 passport-sized photographs

  • Proof of accommodation in Romania. Rental agreement or any other proof that you have a place to live in during your stay.

  • Criminal record certificate issued by the competent authorities, requested in the country of origin or residence.

3. Wait for the permit

The processing time for granting or extending residence permit is 30 days. The deadline might be extended by 15 days in case additional checks are required.

I. How to get a Romanian taxpayer number

The documents required by the Romanian tax authorities for issuing a tax identification number (TIN) are generally the following:

  • Application form 030 (competed in two copies);
  • Copy of the passport;
  • Employment contract;
  • Copy of the lease agreement;

The application file for the TIN can be submitted directly to the local tax office or by post. It usually takes 5 to 10 business days for the Romanian tax authorities to issue the certificate with TIN.

II. How to open a bank account

Documents usually needed for opening a personal bank account in Romania are:

  • Passport;
  • Tax residency;
  • Employment contract/Payslips;
  • Proof of address (i.e. the utility bills or the renting contract);
  • Previous bank statements.

III. How to get a medical insurance

The applicant can find a general physician here and conclude an insurance contract with one of the insurance houses with which the GP collaborates, through payment of health contributions. Fees are calculated as a share of 6.5%, applied to the amount of the minimum wage.


PERMANENT RESIDENCE AND CITIZENSHIP
You can apply for permanent residency at the IGI Office if you have lived legally and without interruptions in Romanian for at least 5 years and you can speak Romanian. Your stay is considered continuous if you have not left Romania for more than 6 months in total, over the course of one year. You will lose your permanent resident status if you leave Romania for over 12 months in a row.

Citizenship may be granted to foreign citizens if they have resided in Romania for at least 8 years and have a good knowledge of the Romanian language enabling them to integrate themselves in the social life.
